About SAFE Mission

S.A.F.E. – Sustainable Agriculture for Farm Exports

The S.A.F.E. Mission is a scalable initiative which aims to make farming more efficient and precisely export-oriented through the concept of “multi-layer farming with value addition”. By multiplying farmers’ incomes and creating global market opportunities, the mission ultimately transforms farmers into successful agripreneurs.

VISION

Build a prosperous farming community through sustainable agriculture, cooperative ownership and global market opportunities.

MISSION

Transform fragmented production into an integrated, sustainable, value-added and export-oriented district agricultural ecosystem.

Why S.A.F.E. Mission Is Needed

Traditional agriculture often depends on one crop, one season and one market. S.A.F.E. Mission brings production, quality, shared infrastructure, value addition and market linkage together in one coordinated system.

Traditional
Farming

  • Single crop, single season and single market dependence.
  • Limited post-harvest infrastructure, storage and cold-chain access.
  • Gaps in quality testing and export-standard awareness.
  • Limited international buyer links and lower bargaining power.
  • Raw commodity sales with little value addition.
  • Individual burden of purchasing farm machinery.

S.A.F.E. Mission
Farming

  • Cooperative farming with diverse, district-suitable crop combinations.
  • Shared packhouse, grading, testing, storage and processing facilities.
  • GAP, traceability and applicable quality compliance.
  • Domestic, institutional and export buyer linkages.
  • Value addition, branding and standardised packaging.
  • Shared equipment through asset leasing and Custom Hiring Centres.

How S.A.F.E. Mission Works

Step-by-step implementation journey

District-Level Export Promotional Meeting
Step 01

District-Level Export Promotional Meeting

FEED MSCS conducts an Export Promotional Meeting (EPM) in every district.

Establish District SAFE Mission Society (DSMS)
Step 02

Establish District SAFE Mission Society (DSMS)

Interested and eligible stakeholders (participated in EPM) come together to establish a District SAFE Mission Society (DSMS).

Mobilise Land & Government Support
Step 03

Mobilise Land & Government Support

Approx. 20 acres of land is mobilised with appropriate government support and developed as a District Model SAFE Agricultural Export Zone.

Scientific & Export-Oriented Crop Planning
Step 04

Scientific & Export-Oriented Crop Planning

Based on the district's agro-climatic conditions, soil, water availability, market demand, and export opportunities, the zone is planned for:

  • Multi-layer farming
  • High-value crops
  • Sustainable crops
  • Export-oriented crop combinations
  • Applicable EU/international quality requirements
Cooperative Farming & Production
Step 05

Cooperative Farming & Production

Farmers participate through cooperative farming, enabling:

  • Collective production
  • Standardised cultivation practices
  • Efficient resource utilisation
  • Better scale
  • Traceability and production discipline
Quality Control & Export Compliance
Step 06

Quality Control & Export Compliance

Production follows applicable quality, food-safety, residue, traceability, and export requirements, supported by:

  • Scientific crop practices
  • Quality monitoring
  • Testing
  • GAP and applicable international standards
Build the Common Infrastructure
Step 07

Build the Common Infrastructure

An integrated export infrastructure ecosystem created through convergence of Central and State Government schemes, covering:

Packhouse CFC Cold Chain Testing Grading Processing Value Addition Packaging

Value Addition & Branding
Step 08

Value Addition & Branding

Raw agricultural produce is transformed into high-value market-ready products through:

  • Processing
  • Value addition
  • Product development
  • Branding
  • Standardised packaging
  • Domestic and export-ready presentation
Commodity Trade & Market Linkages
Step 09

Commodity Trade & Market Linkages

The ecosystem connects production with:

  • Domestic buyers
  • Institutional buyers
  • Traders
  • International buyers
  • Commodity markets
  • Export markets
Farm-to-Global Export
Step 10

Farm-to-Global Export

Qualified produce and value-added products are channelled into:

  • Domestic market through My Market Service
  • International markets through Krushi Yeva Jayate (KYJ) service

Integrated District Model (20‑Acre AEZ)

Within a single DSMS, the operational model of SAFE Mission has been designed as a 20‑acre integrated AEZ architecture. This is primarily composed of four operational zones.

Together, these four zones combine production + post-harvest + processing + trade + leasing + animal husbandry + export ecosystem into a single district-level cooperative asset structure.
